As communities recover from the impacts of Hurricanes Milton and Helene FAA has compiled official resources to assist with obtaining information, emergency [executive] orders, charitable organizations, etc. If there is information you were seeking on this page and unable to obtain please contact Amanda White, VP of Government Affairs & Research or Randa Griffin, Director of Strategic Communications.
We are actively seeking new resources and information and will continue to update this page as it is made available. The FAA team and leadership send our thoughts and prayers to the communities, families, and residents impacted by these storms.
FEMA Multifamily Lease & Repair Program
FEMA is seeking multifamily properties that can be used as temporary housing for those impacted by Hurricanes Helene and Milton. These units must meet local, state and federal housing regulations. Multifamily properties for consideration should be in and around the communities affected by Hurricanes Helene and Milton, to include Citrus, Columbia, Dixie, Hamilton, Hernando, Lafayette, Levy, Madison, Okeechobee, Pasco, Pinellas, Suwannee and Taylor counties.
FEMA encourages all interested multifamily properties to consider participating. The deadline for property owners and managers to reply is Friday, Nov. 29, 2024. Interested parties will need to email fema-mlr-dr4828fl@fema.dhs.gov.

DBPR Hurricane Helene Order | Lease Duration
Although the current emergency response focus is related to Hurricane Milton, many residents across the state are still dealing with the aftermath of Hurricane Helene. FAA members should also be aware Governor DeSantis directed the Department of Business and Professional Regulation (DBPR) to issue Executive Order 2024-9 to temporarily suspend Florida Statute 509.013(4)(a) to allow public lodging establishments to rent for any period of time, regardless of the establishment's non-transient or transient licensing status. This action was taken to help Hurricane Helene displaced residents. This order will remain in effect until November 22, 2024 or upon another order issued by DBPR.

Charitable Organizations Supporting Storm Recovery

- Florida Disaster Fund: The Florida Disaster Fund is administered through the State of Florida and provides funding to organizations that are aiding residents and businesses with post-storm emergency assistance. 100% of contributions made go to support this mission and are tax deductible.
- Hope Florida: Hope Florida is a state sponsored resource for individuals or entities looking to provide assistance or receive assistance.
- Hatching Hope: The Florida Apartment Association has contributed to Hatching Hope on multiple occasions to support their mission of providing emergency relief kits (hygiene items, air mattresses, and comfort items) to apartment residents displaced by fires and natural disasters.
- American Red Cross: The National Apartment Association has made a significant contribution to the American Red Cross to support disaster recovery in Florida, Georgia, South Carolina, North Carolina, and Tennessee.

Preparing Communities for a Tropical Weather Event
Multifamily owners and managers have a unique challenge to provide information and support to residents as well as to protect property.
Here are some recommendations gathered from apartment associations and management companies that have experience dealing with hurricanes.

Monitor local media for weather conditions and emergency information.

Obtain emergency contact numbers for residents, and be sure they know what number to call for community information.

Provide contact information for all team members and management contact persons.

Ask residents to move furniture, plants, and other items from patios and balconies and place them indoors.

Advise residents to fill bathtubs with water that can be used to flush toilets if necessary. Even residents who are evacuating may need water supplies upon their return.

Ask residents who are evacuating to remove perishable food from refrigerators, to avoid having to clean out spoiled food in the event of a lengthy power outage.

Drain pools about two feet. Move pool furniture, trash cans, outdoor seating, etc., indoors. Remove items from stairwells and walkways.

Open property access gates that may become inoperable in the event of a power outage.
